Learning problems are neurological problems: Dyslexia, Hyperlexia, Alexia, Agnosia, and others--all have presumed neurological roots, according to the literature over the decades. A small percentage are due to organic brain damage, many more appear to stem from inadequate neural development.
Research performed at the Learning Research and Development Center at the University of Pittsburgh in nine years of basic, taxpayer funded experimentation and pilot school demonstrations was able to achieve statistically significant remediation of a very large percentage of these latter students, with transfer into math and reading and spelling skills.

The critics of perceptual therapy and visual therapy for collateral visual functioning problems are Legion, largely ignorant or critcal of the literature that supports positive relationships between vision and learning skills, or, unfortunately, they may be victims, having trusted  their colleagues who have produced unscholarly, professionally biased pseudoscientific work.
